An officer of the Hong Kong Government Service has submitted the attached article on China for publication in the "XIXth Century and After". The Editor of that review has referred to us to know whether there is any objection to the article being published over the name of the writer. Cases of
this kind are governed, so far as the Colonial Service is concerned, by Colonial Regulation 44 (extract attached).
We see nothing to object to in the article; but as its subject matter touches upon questions of international politics, we shall be glad to learn whether you concur in thinking that it may properly be published in the manner proposed.
